Kenya Power has responded to Monday’s protest by Nairobi County Government staff, who dumped garbage at its entrances at Stima Plaza on Monday and clamped vehicles in retaliation for power disconnection at City Hall over an outstanding electricity bill of Sh3 billion.
The protest, which began at around 8:30 a.m., escalated tensions between the power company and the county government.
“The officers also harassed and arrested several of our employees, resulting in injuries to some of them,” Kenya Power said in a statement.
The company also accused county officers of harassing and arresting several employees, some of whom sustained injuries.
Kenya Power stated that the Nairobi County Government owes them Sh3 billion, with Sh1.3 billion accumulating over the last two years.
The company said it had engaged the county on multiple occasions to resolve the matter and ensure consistent payment of both the outstanding debt and current electricity bills.
“We have consistently engaged the county government on multiple occasions to resolve this matter and ensure the settlement of both the outstanding debt and current bills,” the statement further reads.
In December 2024, discussions were held at Stima Plaza, attended by Nairobi Governor Johnson Sakaja.
During the meeting, an agreement was reached for the county to pay Sh60 million monthly toward the old debt, in addition to Sh50 million for the current bill.
However, in January, the county only paid Sh36 million, falling short of the Sh330 million required to settle bills for November, December, and January.
Kenya Power said it had made multiple follow-ups, but the issue remained unresolved.
“After exhausting all the avenues to recover the outstanding debt as outlined in the Energy Act 2019, we proceeded to disconnect power supply to several county facilities on February 14,” the statement read.
“However, we received a letter from the county on February 21, 2025 informing us that they had initiated a payment of Sh133 million, pending approval. Based on this commitment, we restored electricity supply to all affected facilities on the same Friday afternoon.”

Kenya Power further alleged that the county retaliated by cutting off water supply to its facilities later that evening.
The company expressed disappointment in how the county was handling the matter, emphasizing the need for a structured resolution to the debt issue.
