President William Ruto has issued a stern warning to 34 Chief Executive Officers (CEOs) of government agencies for failing to comply with his directive to digitize all operations through the e-Citizen platform.
The platform was introduced to enhance transparency and streamline government services.
Speaking at the first anniversary of the e-Citizen Directorate in Nairobi, Ruto ordered the CEOs to ensure full compliance within one week or face strict consequences, including potential dismissal.
“These entities have ignored a direct order to move their services and revenue collection processes onto the e-Citizen platform, which is essential for properly monitoring government funds,” the president stated.
He emphasized that the agencies had one week to comply, warning, “If they don’t, they can use the door. It’s as simple as that.”
Additionally, Ruto issued a warning to state agencies that are already on the platform but continue to bypass it by using alternative payment methods to siphon funds.
He demanded that a list of such agencies be compiled within three days so that swift action could be taken against those undermining the transparency of the platform.
“We still have some agencies that, while on the platform, resort to using other payment methods, including schemes involving certain banks,” Ruto said.
“I want a record of all these agencies from the last three months on my desk within three days.”
The president reaffirmed his commitment to digitization as a tool to improve government operations and tackle corruption.
“When I campaigned, I made a clear promise there would be no money to steal.
Part of making that a reality is through digitization.
This connects service delivery to revenue collection, ensuring accountability and transparency,” he added.
The following 34 government agencies have been put on notice for failing to comply with the digitization directive:

Kenya Health Human Resource Authority, Kenya Water Institute, Tanathi Water Works Development Agency,
Water Sector Trust Fund, Kenya Engineering Technology Registration Board, Kenya Ports Authority, Independent Policing Oversight Authority (IPOA),
Private Security Regulatory Authority, Nairobi International Financial Center, Kenya Re-insurance Corporation, Financial Reporting Centre,
Kenya Institute of Supplies Management, Consolidated Bank of Kenya, Development Bank of Kenya, Kenya Accountancies and Secretaries National Examination Board,
Institute of Certified Public Accountants of Kenya, Institute of Certified Secretaries, Energy and Petroleum Regulation Authority, Kenya Power Company Limited,
