A whistleblower has exposed a damning extortion syndicate surrounding the recruitment process of electoral body officials involving a member of a team that recruited the staff.
The Kenyan citizen working abroad has filed a formal and explosive protest with the Office of the Registrar of Political Parties (ORPP), alleging that an official at the Political Parties Liaison Committee (PPLC) solicited a Sh4 million bribe from him in exchange for a commissioner position at the Independent Electoral and Boundaries Commission (IEBC).
In a letter dated November 5, 2025, Ahmed Takoy, demands an immediate probe and refund of the money and urgently pleads with the PPLC plenary to block the official’s re-election, citing a “severe lack of integrity.”
According to the letter, the official allegedly approached Takoy and personally solicited the bribe.
“The solicitation was explicitly in exchange for my guarantee that my name be included in the final list of candidates, as he said I meet all the requirements and perform well in the interview,” Takoy states in the damning document.
The letter reveals that Takoy has already attempted to recover the funds directly from the said official but his efforts were thwarted.
“I have been in touch with them for a refund but [he] blocked my number,” the letter reads, indicating a breakdown in communication and escalating the matter formally.

Takoy has declared his intention to treat the incident as a criminal case of “solicitation and attempted extortion.”
He confirms that he is preparing to file official reports with both the Directorate of Criminal Investigations (DCI) and the Ethics and Anti-Corruption Commission (EACC).
The whistleblower argues that the actions of the official are not merely a personal criminal matter but have grave institutional consequences.
“The actions not only constitute criminal misconduct but also severely tarnish the image of the PPLC,” Takoy wrote.
He warned the official’s re-election, would further erode the credibility of the institution before both the Kenyan public and the international community.
There were no immediate comments from the accused official.
Subsequently, Ahmed Takoy has requested an immediate audience to present his concerns and evidence directly before the full PPLC Plenary, scheduled for Thursday, November 6.
PPLC officials said the allegations were strange and should be directed to relevant authorities for investigations.
The officials said the allegations were serious and if not true could be criminal in nature.
