DCI launches one-week professional development course for anti-terrorism officers

The Directorate of Criminal Investigations (DCI) has officially launched a one-week Continuous Professional Development (CPD) course for officers drawn from the Anti-Terrorism Police Unit (ATPU) at the National Criminal Investigations Academy (NCIA).

The opening ceremony highlighted the Service’s sustained commitment to operational excellence and strengthening national security preparedness in the face of evolving threats.

The event was presided over by the Director of Forensics, Ms. Rosemary Kuraru, who represented the Director of Criminal Investigations, Mr. Mohamed I. Amin.

In his keynote address, delivered on his behalf, the Director emphasized that the security landscape continues to grow increasingly complex, demanding investigators who are agile, intelligence-led, and firmly grounded in the rule of law.

He noted that modern counter-terrorism policing requires seamless inter-agency collaboration, advanced analytical capabilities, enhanced digital and financial forensic expertise, and disciplined operational planning guided by constitutional safeguards.

According to the DCI, the course has been deliberately designed to sharpen analytical tradecraft, deepen professional judgment, and reinforce ethical precision in operations.

Participants will be challenged to critically assess both operational successes and shortcomings, test their decision-making under pressure, and emerge as force multipliers within the Service.

The Director also expressed appreciation to the British Government for its continued partnership and support in capacity-building programmes, terming the collaboration instrumental in strengthening investigative competencies.

He reaffirmed the DCI’s unwavering mandate to safeguard state sovereignty, institutional stability, and public safety, underscoring that effectiveness in security operations must always be matched with legality, integrity, and professionalism in service to the people of Kenya.

Among those present at the ceremony was NCIA Deputy Commandant Mr. Stephen Chacha, alongside other senior officers.
