The Directorate of Criminal Investigations (DCI) has responded to Busia Senator Okiya Omtatah’s accusations that the agency was involved in the alleged abduction of cartoonist George Kibet, popularly known as Kibet Bull.
On December 26, 2024, Senator Omtatah publicly accused the DCI of orchestrating the abduction, alleging that the agency had tracked Kibet to his office, where they had a meeting before his disappearance.
Omtatah claimed that a suspicious white Subaru Forester, equipped with surveillance tools, followed Kibet to his office, remained there, and then left shortly after Kibet was dropped off at Kencom to board a bus to Kikuyu.
In his statement, Omtatah said, “I believe he was abducted by DCI officers.
My security detail observed a Subaru with spy equipment parked across the road from my office.
It stayed there until after Kibet was dropped off.”
The Senator went on to reveal that an investigation through the National Transport and Safety Authority (NTSA) portal showed that the vehicle was registered under the name “Caroline.”
Omtatah further alleged collusion between state actors, holding both the Inspector General of Police, Douglas Kanja, and DCI Director Mohamed Amin responsible for the abductions, which have caused growing concern across the country.
In response, the DCI, through its Director Mohamed Amin, dismissed the allegations, labeling them as “unfounded.”
In a statement issued on Thursday evening, the DCI clarified, “We categorically deny any involvement with the vehicle in question.
The suggestion that a DCI-linked vehicle was involved in any abduction is completely without merit and sensationalizes an issue under active investigation.”
The DCI assured the public that it is taking all claims of abductions seriously, emphasizing that the agency’s operations are conducted within legal boundaries and the Constitution.
The statement also reiterated support for earlier remarks by Inspector General of Police Douglas Kanja, who affirmed that all police operations adhere strictly to the law.
“We are diligently investigating all reported cases of abductions,” the DCI’s statement continued, urging anyone with credible information to come forward and assist in the investigations.
The Directorate also called for restraint from public figures, warning against making speculative comments that could interfere with the ongoing efforts.
Senator Omtatah had earlier addressed the media following reports of Kibet Bull’s disappearance, which began after he posted two of his trademark critical silhouettes on X on December 24.
Kibet’s family confirmed to Citizen Digital that he went missing while on a mission to investigate his brother’s disappearance and shortly after meeting with the Senator.
The DCI has assured the public that it will continue to thoroughly investigate these cases and remain transparent in the process.
