Kenya Launches Landmark National Policy To Combat Alcohol, Drug And Substance Abuse


The Government of Kenya has officially launched the first-ever National Policy on the Prevention, Management, and Control of Alcohol, Drugs, and Substance Abuse.

The initiative aims to safeguard the health, safety, and future of Kenyans particularly the youth by providing a structured framework to fight addiction and its devastating impact on society.

Speaking during the launch, Cabinet Secretary for Interior and National Administration, who spearheaded the unveiling, described the Policy not as a mere document but as “a renewed commitment by the Government to restore the dignity, potential, and safety of every citizen.”

The CS emphasized that drug and alcohol abuse are not only public health threats but also direct threats to national security, productivity, and family stability.

“Drug and substance abuse fuel crime, compromise public health, and erode the very fabric of our communities. This Policy marks a critical turning point in our collective response,” the CS declared.

 

The Policy is the result of a multi-sectoral process led by the National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA), with support from key partners including the Institute of Legislative Affairs.

Stakeholders across government, civil society, faith-based organizations, and the private sector played a role in shaping its strategies.

“This is not a one-man show. It is not a one-institution job. It needs us all,” the CS emphasized, underscoring the need for national unity in the fight against drug abuse.

 

The Policy’s implementation will rest on four main pillars:

  1. Law Enforcement and Supply Reduction

Illicit manufacturing, sale, and trafficking of drugs will be met with full legal force.

The National Police Service, in collaboration with intelligence agencies, will intensify surveillance, dismantle trafficking networks, and conduct joint operations to apprehend drug peddlers and illegal brewers.

“There will be no safe haven for those profiting from the pain of our youth and communities,” the CS warned.

  1. Community Engagement and Local Administration

 

The Policy empowers National Government Administrative Officers (NGAOs) to spearhead community-based prevention efforts.

These officers will lead public awareness campaigns, engage local stakeholders, and coordinate efforts at the grassroots level to identify and assist at-risk individuals.

  1. Border Security and International Collaboration

 

Kenya’s geographical position has made it a target for drug trafficking.

The Policy outlines robust strategies to enhance border control, invest in detection technologies, and collaborate with regional and international partners to disrupt transnational drug syndicates.

  1. Rehabilitation and Reintegration

Acknowledging the need for compassion and second chances, the Policy also focuses on supporting rehabilitation programs, including within correctional facilities, and facilitating the re-entry of recovering addicts into society as empowered, productive citizens.

 

The CS called on every Kenyan citizens, leaders, organizations, and institutions to support the fight against drug and substance abuse.

He reiterated that the success of the Policy depends on shared responsibility and coordinated effort.

“We must forge a united front to protect our children, empower our youth, and restore the dignity of those trapped by addiction.”

The Ministry pledged its full support in implementing the Policy, including dedicating resources, deploying personnel strategically, and ensuring lasting impact across communities.

As Kenya begins this historic journey, the launch of this National Policy signals a new era of resolve, action, and hope in the battle against drug and alcohol abuse.
