The Isiolo County Government has undergone a major reshuffle following an executive order by Governor Abdi Hassan Guyo, aimed at streamlining operations and enhancing service delivery just days after he narrowly survived an impeachment attempt.
In Executive Order No. 1 of 2025, issued on September 1, Governor Guyo through County Communication Coordinator Hussein Salesa announced that the changes would take immediate effect.
Key Appointments and Expansions
The reshuffle sees three acting County Executive Committee (CEC) members assigned expanded portfolios, with the goal of improving inter-departmental coordination and consolidating functions.
- Lawrence Mwongela Ikiamba has been appointed as the acting CEC for Water, Energy, Climate Change, Mining, and Natural Resources a newly expanded docket combining environmental and infrastructure responsibilities.
- Lucy Kagwiria Kaburu, the current Health CEC, has taken on a significantly broader mandate, now also overseeing Finance, Economic Planning, Revenue Services, ICT and e-Government, along with Special Programmes, Peace and Cohesion, Civic Education, and Public Service.
- Yusuf Mohammed, CEC for Agriculture, will now also head a powerful docket covering Lands, Roads, Transport, Public Works, Housing, and Urban Development. His portfolio now includes Infrastructure Development, Urban Planning, and Municipal Services.
Key Exits
Several high-profile officials were dropped from the executive in the reshuffle:
- Yusuf Dahir, previously in charge of Lands, Physical Planning, Housing and Urban Development, was removed.
- Ali Wario Sarita, who led the Water, Environment, Energy, Natural Resources and Climate Change docket, was also ousted.
- Deputy Governor James Lowassa lost his acting role overseeing Education and Early Childhood Development, though he retains his position as deputy governor.
Chief Officers and Future Appointments
Governor Guyo also renewed contracts for 21 County Chief Officers in key sectors such as finance, education, health, youth, agriculture, and infrastructure.
However, the Executive Order clarified that all acting appointments for chief officers had been revoked, signaling a fresh round of permanent appointments soon.
Political Backdrop
These sweeping changes come just weeks after the Senate dismissed an impeachment motion against Governor Guyo, which had been initiated by the Isiolo County Assembly.
The Senate found the motion procedurally flawed and lacking merit, bringing an end to a heated political standoff.
