Born on April 16, 1971, in Pumwani, Nairobi, Anne Mumbi Waiguru’s roots run deep into the heartland of Kirinyaga County. Raised in a modest home by a police officer father and a business-savvy mother, Waiguru learned early the values of discipline, hard work, and service.

  Education

 Anne’s academic path began at Nairobi River Primary School, followed by Precious Blood Girls’ School in Riruta. Later, she excelled at Moi Forces Academy, defying gender expectations in the hard sciences—Mathematics, Physics, and Chemistry.

She went on to earn a Bachelor’s degree in Agriculture and Home Economics from Egerton University, and a Master’s in Economic Policy and Public Finance from the University of Nairobi. The blend of technical acumen and policy insight would shape her trajectory in public service.

 

  Behind the Scenes of Power

 Waiguru’s career began humbly as a research assistant at Transparency International Kenya. It was here that she developed a deep appreciation for good governance and accountability.

Her breakthrough came during President Mwai Kibaki’s tenure, when she was appointed Technical Advisor on Public Sector Reforms. Seconded by the World Bank and UNDP, she would help steer civil service reform across Kenya.

Her rise through the National Treasury between 2007 and 2012 solidified her as a formidable technocrat helming roles such as Head of Governance, Director of the Economic Stimulus Programme, and Director of the IFMIS.

A brief stint in the private sector with Citi Kenya broadened her experience, setting the stage for a political leap.

  Into the Arena

 

 In April 2013, Anne Waiguru was appointed as Kenya’s first Cabinet Secretary for Devolution and Planning by President Uhuru Kenyatta. It was a landmark moment—she was one of few women in a top cabinet role, and devolution was at the heart of the new Constitution.

Under her leadership, Huduma Centres were launched—revolutionizing public service delivery. She introduced the 30% procurement rule for youth, women, and persons with disabilities, earning international accolades, including the United Nations Public Service Award in 2015.

 

  Shadows of Scandal

 

 But the heights of power also brought her into the eye of a storm.

In 2015, the National Youth Service (NYS) scandal broke—exposing the alleged theft of up to sh 1.8 billion. Extravagant procurement costs shocked the nation—sh 25,000 for a condom dispenser, over sh 1.7 million for a television.

Waiguru denied involvement, citing her non-accounting role. But the public wanted answers. Under intense pressure, and citing health reasons, she resigned in November 2015.

Though later cleared by the EACC, new claims surfaced—most notably an affidavit by businesswoman Josephine Kabura, alleging cash deliveries and shell companies. Waiguru pushed back, calling the accusations politically motivated, and named key political figures in what she said was a smear campaign.

 

  From the Ashes – A Political Resurrection

 

 Many thought her career was over. But in 2017, Anne Waiguru made a stunning comeback—elected as the Governor of Kirinyaga County. She became one of the first three female governors in Kenya’s history.

Five years later, she defied the odds again—re-elected in 2022 under President William Ruto’s UDA party, becoming the first woman to serve two consecutive terms as governor.

Her administration launched flagship programs like Wezesha Kirinyaga, supporting thousands of households through agriculture. She oversaw the establishment of a local apparel factory, completed the Kerugoya Level Five Hospital, and initiated the Sagana Industrial Park to spur economic growth.

  Leadership Beyond County Lines

Waiguru’s influence extends far beyond Kirinyaga. From 2017 to 2019, she served as the Vice Chairperson of the Council of Governors. In 2022, she shattered another ceiling—elected as the first female Chairperson of the Council.

Unanimously re-elected in 2023, she has become a key advocate for full devolution and stronger county governance. A founding member of the “G7”—a coalition of women governors—Waiguru continues to fight for women’s inclusion in leadership across Kenya.

 

  The Woman Behind the Power

 Away from the political limelight, Anne Mumbi Waiguru—now Anne Mumbi Kamotho—found love and companionship in prominent lawyer Kamotho Waiganjo. Their traditional Kikuyu wedding in 2019 drew national attention.

With a blended family of six children and three grandchildren, Waiguru often speaks of family as her anchor. Despite public challenges, she maintains that her personal life provides the stability she needs to lead.
