Police investigations into the fatal shooting of youth mobiliser Cecil Ouma have taken a major step after one of the bodyguards attached to Youth Affairs Principal Secretary Fikirini Jacobs was detained as detectives intensify efforts to establish what transpired during the tragic incident.
The shooting, which occurred shortly after a government youth empowerment event in Kariokor, Nairobi, has sparked public outrage, with growing calls for accountability and transparency from both government agencies and the public.

According to investigators, Ouma, a 28-year-old Civil Engineering student at the Technical University of Kenya and a youth mobiliser, was allegedly shot while inside or near the PS’s official vehicle after the event.
Detectives believe the incident followed a disagreement that reportedly stemmed from money meant to facilitate youths who had attended the government programme.
Witnesses claim Ouma had mobilised dozens of young people to attend the event.
After the programme ended, the Principal Secretary allegedly handed him Sh10,000 to cater for transport reimbursement.
However, some of the youths reportedly rejected the amount, saying it was too little to be shared among the group.
According to relatives and witnesses, Ouma returned to the PS Fikirini ‘s vehicle hoping to seek clarification or request additional facilitation.
Moments later, a confrontation allegedly broke out before a gunshot rang out, leaving the young mobiliser critically injured. He was rushed to a nearby hospital but was pronounced dead on arrival.
As investigations continue, police have questioned at least seven people, including two bodyguards assigned to the Principal Secretary, ministry officials who were inside the vehicle and several eyewitnesses.
Authorities have also confiscated two firearms from the officers for ballistic examination to determine which weapon discharged the fatal bullet.
The detention of the bodyguard believed to be directly linked to the shooting marks a significant development in the case, with detectives expected to rely on forensic evidence, witness testimonies and ballistic reports before making further recommendations to prosecutors.
Principal Secretary Fikirini Jacobs has since recorded a statement with police, describing the incident as deeply distressing.
He expressed sympathy to Ouma’s family and pledged full cooperation with investigators.
“I extend my deepest sympathies and heartfelt condolences to the family, friends and loved ones of Cecil Ouma following his tragic and untimely death,” the PS said.
He added that no family should have to endure such a painful loss and affirmed that his office would continue cooperating with investigators until justice is served.
The death has ignited widespread debate over the conduct of security officers attached to senior government officials and the use of firearms in handling civilian confrontations.

Human rights advocates, student leaders and members of the public have demanded an independent and transparent investigation, insisting that anyone found responsible be held accountable regardless of their position.
Police say investigations remain active, with forensic analysis, witness interviews and reconstruction of the events expected to play a key role in determining exactly what happened before Cecil Ouma lost his life.
Authorities have urged the public to remain patient as detectives finalize the inquiry and prepare the case for possible prosecution.
