National Assembly Speaker Wetangula Issues Directives For Vetting Of Principal Secretary Nominees


National Assembly Speaker Moses Wetangula has issued instructions to Members of Parliament regarding changes made in President William Ruto’s government.

The directives specifically concern the list of nominees appointed by President Ruto to serve as Principal Secretaries (PSs) across various government departments.

In a statement released on Thursday, March 26, Wetangula directed the parliamentary committees responsible for overseeing the nominated departments to begin the vetting process immediately.

The committees are expected to submit their reports by Tuesday, April 22, 2025.

“The relevant committees to which the nominations have been referred are instructed to swiftly commence the approval process and present their reports by Tuesday, April 22, 2025, to ensure the House can consider the nominees within the prescribed timelines,” the statement stated.

Additionally, Wetangula directed the Clerk of the National Assembly to inform all Members of Parliament and assist the committees in conducting the necessary approval hearings for the nominated PSs.

The vetting will be led by 12 committees, including:

  • The Administration and Internal Security Committee
  • The Communication, Information, and Innovation Committee
  • The Defence, Intelligence, and Foreign Relations Committee
  • The Education Committee
  • The Finance and National Planning Committee
  • The Justice and Legal Affairs Committee
  • The Labour Committee
  • The Health Committee
  • The Regional Development Committee
  • The Social Protection Committee
  • The Trade, Industry, and Cooperatives Committee
  • The Transport and Infrastructure Committee

The list of Principal Secretaries nominated by President William Ruto for vetting includes:

  1. Dr. Jane Kare Imbunya – Ministry of Public Service, Human Capital Development & Special Programmes
  2. Regina Akoth Ombam – Ministry of Investments, Trade & Industry
  3. Mr. Cyrell Wagunda Odede – Treasury & Economic Planning
  4. Dr. Caroline Wanjiru Karugu – Ministry of East African Community (EAC) Affairs & ASALs & Regional Development
  5. Prof. Julius Bitok – State Department for Basic Education
  6. Dr. Belio Kipsang – State Department for Immigration & Citizen Services
  7. Fikirini Jacobs – State Department for Youth Affairs and Sports
  8. Carren Ageng’o Acheng – State Department for Children Welfare Services, Ministry of Labour & Social Protection
  9. Michael Lenasalon – State Department for Devolution, Office of the Deputy President
  10. Judith Pareno – State Department for Justice, Human Rights & Constitutional Affairs, Office of the Attorney General
  11. Stephen Isaboke – State Department for Broadcasting and Telecommunications, Ministry of Information, Communication & Digital Economy
