Inspector General of Police Douglas Kanja has ordered the Director of the Internal Affairs Unit (IAU) to immediately commence investigations into alleged human rights violations, abuse of power and assault by police officers following a disturbing incident captured on CCTV in Nandi Hills, Nandi County.
In a statement issued after the video circulated widely online, the Inspector General said he had been alerted to footage showing police officers violently assaulting members of the public who were peacefully gathered and playing pool.
“I strongly condemn this disturbing incident as captured on CCTV footage in Nandi Hills,” the statement read. “Such conduct is unlawful and unacceptable, and demonstrates a gross violation of the constitutional rights and dignity of citizens.”
The IG emphasised that the National Police Service (NPS) exists to protect the public and not to harass, intimidate or brutalise innocent people.
While reaffirming support for lawful police operations aimed at addressing insecurity, alcohol abuse and drug-related crimes, he said all enforcement actions must strictly adhere to the Constitution, due process and established rules of engagement.
“The National Police Service exists to protect the public, not to harass, intimidate, or brutalize innocent people,” he said.
The Inspector General further called on relevant oversight bodies, including the Independent Policing Oversight Authority (IPOA), to undertake swift, thorough and transparent investigations into the incident. He said firm disciplinary and criminal action would be taken against any officers found culpable.
The statement also noted that authorities in Nandi County would not tolerate police brutality in any form, stressing that professionalism, discipline and respect for human rights must be upheld at all times without exception.

Residents of Nandi County were urged to report any cases of police brutality, harassment, intimidation or abuse of power to the relevant oversight and disciplinary bodies, including IPOA, to ensure appropriate action is taken.
“Our communities deserve policing that protects life, upholds dignity, and respects the rule of law — not violence, brutality, and lawlessness masquerading as law enforcement,” the statement said.
The directive follows public outrage after CCTV footage showed armed police officers assaulting young men who were playing pool in Nandi Hills, reigniting national debate over police conduct and accountability within the National Police Service.
