President Ruto Calls On Cabinet Secretaries To Deliver On Ministry Targets


President William Ruto has called on Cabinet Secretaries (CSs) to meet their targets and ensure efficient service delivery for the benefit of Kenyans.

Speaking at a performance contract signing ceremony at State House, Ruto emphasized the importance of personal accountability in delivering on his administration’s agenda and warned that failure in any sector could hinder overall government performance.

“As we sign the second generation of the performance contract, we must reflect on the commitments and the weight of responsibility we carry.

These commitments are critical for our nation’s development and aim to make Kenya better for everyone,” Ruto stated.

The president outlined that this year’s performance contracts integrate the priorities of the Fourth Medium Plan and the strategic pillars of the Bottom Economic Transformation Agenda (BETA).

These initiatives, he said, aim to optimize the impact of scarce resources, especially for vulnerable populations.

Ruto noted that the contracts would serve as annual scorecards for each ministry, enabling evaluations of achievements and shortcomings.

He stressed the need for a unified government strategy and warned that inefficiencies, delays, or failures would not be tolerated.

“I expect each Cabinet Secretary to take personal responsibility for achieving their outlined targets.

Accountability must cascade from ministries to agencies and individual officers.

The scorecards will determine recognition, rewards, or sanctions based on performance,” Ruto said, adding that excellence would be rewarded, while negligence or misconduct would lead to corrective actions.

To enhance service delivery, the president directed the Treasury to disburse funds to ministries without delay.

Ruto’s remarks come against a backdrop of criticism of his administration’s perceived disconnect from citizens, a sentiment that was highlighted during youth-led protests in mid-2024, where frustrations over governance and economic challenges took center stage.
