While many of Uganda’s top politicians dominate headlines with fiery speeches and public rallies, one man has steadily built influence behind the scenes, helping shape the direction of the country’s most powerful political party.
That man is Richard Todwong, the Secretary General of the ruling National Resistance Movement (NRM).
A recent profile by Daily Express describes Todwong as the “quiet strategist” steering the NRM’s political machinery, highlighting his role in maintaining party discipline, strengthening grassroots structures and ensuring the organization remains politically competitive ahead of Uganda’s next electoral cycle.

Born on November 24, 1973, in Anaka, Nwoya District, Todwong’s rise reflects years of public service and political experience.
He studied Political Science and Economics at Makerere University before pursuing a Master’s degree in International Relations.
He also holds management and tax administration qualifications from the Uganda Management Institute and the Uganda Revenue Authority.
His career began at the Uganda Revenue Authority before serving in the Constitutional Review Commission.
He later became a presidential adviser on Northern Uganda, a role that exposed him to governance, conflict recovery and national policy implementation following years of insurgency in the region.
Rise Through the NRM Ranks
Todwong entered elective politics in 2011 after winning the Nwoya County parliamentary seat on the NRM ticket.
