Ruku Makes Surprise Visit To Huduma Centres In Nairobi


In his signature hands-on style, Cabinet Secretary for Public Service, Human Capital Development and Special Programmes, Geoffrey Ruku, on Friday paid unannounced visits to the GPO and Eastleigh Huduma Centres in Nairobi.

 

The impromptu inspections are part of his continued effort to assess service delivery firsthand and remain engaged with the realities facing frontline workers.

 

During the visits, Ruku lauded the staff for their professionalism, resilience, and innovation in delivering essential services despite operating with limited resources.

 

He praised their commitment as a model of effective and citizen-focused public service.

“I am impressed by the level of professionalism and output I have witnessed here today. It is encouraging to see public servants doing more with less, showing that they are committed to serving Kenyans,” CS Ruku stated during a media briefing at the Eastleigh Huduma Centre.

 

While recognizing their dedication, the CS used the opportunity to call on the Public Service Commission (PSC) to uphold integrity and meritocracy in public sector recruitment and promotion processes. He cautioned  against favoritism, nepotism, and other non-transparent practices that hinder efficiency and morale in the public service.

“I want to emphasize that moving forward, recruitment and promotion in the public service must be merit-based. The era of rewarding incompetence is over,” he declared.

Ruku further announced that more surprise visits to government offices will continue as part of broader reforms to promote accountability, efficiency, and citizen-centered service delivery.

 

He emphasized the importance of adherence to Article 232 of the Kenyan Constitution, which outlines values and principles of public service, including integrity, transparency, accountability, and prudent use of resources.

Ruku reminded public officials that their role is one of service, not entitlement.

“Public service is not a privilege; it is a responsibility. Every officer must remember they are here to serve Kenyans first,” he said.

 

He concluded by recognizing and encouraging civil servants who go above and beyond their call of duty.

“Those who work extra hard for the benefit of citizens are the true heroes of our public service. We must support and recognize them,” Ruku noted.

He also reaffirmed his Ministry’s commitment to making public service more responsive and citizen-centered through the Huduma Smart Serikalini initiative, an ongoing reform agenda anchored on the slogan: “Fresh Approach, Timeless Impact.”

“This initiative is about restoring trust, improving access, and ensuring that the services we deliver are timely, efficient, and people-focused. Huduma Serikalini is not just a slogan, it is our mission,” he added.

 

This latest round of visits is in line with Ruku’s consistent approach of surprise engagements, which he has employed since taking office to foster accountability and keep public service grounded in the needs of the people.

His actions are expected to accelerate the transformation of Kenya’s public sector culture, placing citizens at the heart of service delivery.
