A major partnership between the County Government of Lamu and the Technical University of Mombasa has positioned young county executive Hon. Sabrina Mkare Jefwa at the forefront of shaping the region’s future Blue Economy agenda.
The Memorandum of Understanding (MoU), signed under the leadership of Issa Abdalla Timamy, seeks to strengthen maritime education, technical training, and applied research to drive sustainable economic growth in the coastal county.
The agreement marks a strategic milestone as Lamu continues to invest in skills development and institutional partnerships aligned with long-term development priorities.

Sabrina Mkare Jefwa Takes Lead Role in Implementation
While Governor Timamy reaffirmed the county’s commitment to education-driven growth, much of the implementation spotlight fell on Sabrina Mkare Jefwa, the County Executive Committee Member for Fisheries, Blue Economy, Livestock and Cooperatives.

She holds a PhD earned at just 24 years old, an achievement that placed her among the country’s youngest doctoral graduates.

During the ceremony, the Vice Chancellor of the Technical University of Mombasa, Laila Abubakar, underscored the role of universities as active development partners.
She highlighted the need for research-driven solutions, innovation, and deliberate efforts to increase women’s participation in maritime industries, where representation remains low despite growing opportunities.
