EACC arrests security firm director over Sh5.4 million procurement fraud


The Ethics and Anti-Corruption Commission (EACC) arrested a director of a private security firm over an alleged procurement fraud involving a Sh5.4 million security services contract awarded by Keroka Technical Training Institute.

 

The suspect, Gilbert Momanyi Maturwe, a director of Gimo Security and Investigation Services Limited, was arraigned before the Chief Magistrate’s Court in Kisii on Wednesday and charged with procurement fraud, uttering a false document, and fraudulent acquisition of public property.

 

According to EACC investigations, the security company was awarded a contract to provide security services to the institution at a monthly cost of Sh257,000 over a period of two financial years.

The contract was valued at a total of Sh5,448,000.

 

Investigators allege that despite a reduction in the number of security guards deployed under the contract, the company continued to receive payments at the full contractual rate, resulting in the alleged loss of public funds.

 

The anti-graft agency further claims that a Tax Compliance Certificate submitted by the company during the tendering process was falsified and did not originate from the Kenya Revenue Authority’s system.

Following the completion of investigations, EACC forwarded the case file to the Office of the Director of Public Prosecutions (ODPP), which approved the prosecution of the suspect.

 

Maturwe pleaded not guilty to all charges when he appeared in court.

 

The court released him on a cash bail of Sh1 million or an alternative bond of Sh2 million with two sureties of a similar amount. He was also ordered to deposit his passport with the court pending the hearing and determination of the case.

 

The matter will be mentioned on July 6, 2026, for further directions.

 

The prosecution maintains that the accused unlawfully benefited from the contract, while the defence is expected to challenge the allegations during the trial.

As the case proceeds, the accused remains presumed innocent unless proven guilty by the court.
