The Ethics and Anti-Corruption Commission (EACC) has tightened the noose on corrupt county officials and Siaya County Government could not escape the crackdown.
Nairobi News has learnt enforcement officers from the EACC on Tuesday, August 26, 2025, arrested Hezron Opiyo, an official of the Siaya County Government over alleged embezzlement of public funds.
News of Opiyo’s arrest was first made public by EACC through an official statement sighted by this publication.

Hezron Opiyo Approved Fake Allowances
Opiyo is said to have been involved in the embezzlement of Sh 100 million through payment of fraudulent and fictitious allowances.
According to the EACC, Hezron Opiyo, who is an accountant at the Department of Finance and Economic Planning was nabbed for fraudulently processing payments under the disguise of allowances for training and other official county engagements that never took place.
“The investigations follow a complaint into alleged embezzlement of approximately KSh 400 million by several Siaya County officials,” EACC’s statement read in part.
Upon finalising their investigations, EACC forwarded Opiyo’s files to the Director of Public Prosecutions who initiated his arrest.
The DPP was satisfied with the recommendations made by the EACC and directed the commission to start conducting criminal proceedings against Opiyo, who is the main suspect in the case.

Hezron Opiyo Awaits Arraignment In Court
Nairobi News understands Opiyo was arrested and placed under police custody awaiting arraignment in court.
“The suspect is currently being held at Kisumu Port Police Station and will be arraigned before the Kisumu Anti-Corruption Court on Wednesday, August 27, 2025,” the EACC stated.
The EACC has also started the process of the civil recovery of Sh 102,950,307, plus all the accrued interest, that were illegally obtained by the suspect alongside the criminal proceedings.
