Interior CS Murkomen Provides Update On Bodies Discovered At Embakasi Dumpsite


Interior Cabinet Secretary Kipchumba Murkomen has issued a detailed statement in response to questions from Githunguri MP Hon. Gathoni Wamuchomba regarding the ongoing investigation into the gruesome discovery of dismembered human remains at the Kware dumpsite in Embakasi.

The update addressed the progress of the investigation, the escape of the prime suspect, and government measures to prevent similar incidents in the future.

Murkomen confirmed that the National Police Service recovered 17 packages containing dismembered human remains after receiving reports of suspicious sacks floating in stagnant water at a quarry in Embakasi.

The remains were preserved at City Mortuary for post-mortem examination and forensic analysis.

DNA testing led to the positive identification of five female victims: Josephine Mulongo Owino, Roseline Moth Ogongo, Wilkistar Ajiambo Ososo, Christine Mwende Mathina, and Rosemary Ajiambo.

The identified remains have since been matched with their families.

The Cabinet Secretary further disclosed that Collins Jumaisi Khalusha had been identified as the prime suspect in the case based on DNA and other forensic evidence.

He was arraigned and remanded at Gigiri Police Station. However, on August 20, 2024, the suspect escaped from lawful custody.

A warrant for his arrest is still active, and the Internal Affairs Unit (IAU) has launched an independent investigation into the circumstances surrounding the escape.

Multi-agency efforts are ongoing to track down and apprehend Khalusha.

To aid the investigation, the Directorate of Criminal Investigations (DCI), working with other security agencies, is actively pursuing leads to locate the suspect and identify any potential accomplices.

In response to the public outcry and growing concern over abductions and femicide cases, the Ministry of Interior has rolled out a series of policy measures.

These include enhanced security operations through increased deployment of officers to high-risk areas, expanded night patrols, and heightened highway surveillance.

The government is also improving investigative capacity by accelerating forensic and cybercrime case handling and offering specialized training for detectives on gender-based violence.

Additionally, victim support services have been strengthened with the expansion of gender desks, the establishment of a 24-hour helpline for urgent reporting, and the provision of psychosocial and legal support.

Oversight and accountability mechanisms have also been reinforced through closer collaboration with the Independent Policing Oversight Authority (IPOA) and the Internal Affairs Unit.

To bolster community safety, the government is scaling up the Nyumba Kumi initiative for grassroots intelligence gathering and organizing regular community safety forums to boost public engagement and trust in law enforcement.
