Murkomen details police transfers and welfare reforms


Interior Cabinet Secretary Kipchumba Murkomen has outlined far-reaching reforms targeting police transfers, promotions and welfare, saying the measures are designed to professionalize the National Police Service and restore public confidence in law enforcement.

Speaking after the nationwide Jukwaa la Usalama public security forums, Murkomen said the government has developed a comprehensive policy framework to guide police transfers and career progression.

Under the proposed framework, no police officer will serve in the same station for more than three years. The CS said the move is intended to curb familiarity-based misconduct, reduce the risk of collusion with criminal networks and enhance operational objectivity.

“Regular and structured transfers will promote professionalism and ensure officers serve in diverse environments, broadening their experience while safeguarding accountability,” Murkomen said.

He added that promotions will also be anchored on clear performance indicators, disciplinary records and merit-based assessments to eliminate perceptions of favoritism and stagnation within the service.

Murkomen acknowledged longstanding concerns about police welfare, saying the reforms go beyond transfers to address the working and living conditions of officers.

Among the measures being implemented are:

  • Improved housing programs and renovation of existing police quarters
  • Timely disbursement of operational funds and streamlined fuel allocation
  • Enhanced medical cover and psychosocial support services
  • Better mobility through the acquisition and servicing of patrol vehicles
  • Digitization of administrative processes to reduce paperwork and improve efficiency

The CS said modernizing police infrastructure — including the construction of new stations, installation of surveillance systems and deployment of digital reporting tools — is critical in improving service delivery.

He noted that resource optimization and technology integration would allow officers to respond more swiftly to emergencies while reducing operational bottlenecks.

Murkomen emphasized that the reforms form part of a broader security transformation agenda aimed at building a disciplined, motivated and technologically equipped police service capable of responding to emerging threats.

“These reforms are about restoring dignity to our officers and confidence among Kenyans,” he said, adding that public accountability and internal discipline remain central pillars of the government’s security strategy.
