New guidelines issued for grade 10 school replacement process


The Ministry of Education has released new guidelines outlining the official procedure for the replacement and transfer of Grade 10 learners to senior schools, aimed at improving efficiency, transparency, and accountability in the placement system.

According to the guidelines, the replacement of a learner will be conducted exclusively at the junior school level through the Heads of Institutions (HOIs) portal.

Learners and parents have been advised not to seek assistance directly from senior schools, as all transfer requests must be initiated from the learner’s junior school.

The portal will allow learners to make changes to their pathways and school choices.

Each learner may select up to four public schools and one private school, with all choices subject to approval at various administrative levels.

While searching for replacement options, the system will display senior schools alongside their available capacity to guide informed decision-making.

Approval authority has been clearly defined based on school categories.

Transfers to C1 schools will be approved by Headquarters Jogoo, C2 schools by Regional Directors of Education, C3 schools by County Directors of Education, and C4 schools by Sub-County Directors of Education (SCDE).

Upon successful placement, learners will be required to present an admission letter generated directly from the system.

Each admission letter will carry a unique learner code, and physical admission letters issued by schools will no longer be accepted.

Additionally, the system does not allow bulk downloading of admission letters.

When reporting to the selected senior school, the learner must present the system-generated admission letter.

The school principal will then enter the unique code into the system to facilitate capitation for the learner.

The Ministry has also clarified that learners are permitted to change their pathway and subject combination within the school where they have been placed.

Education officials have urged schools, parents, and learners to adhere strictly to the outlined procedures to ensure a smooth and orderly replacement process.
