Nairobi City County Governor Johnson Sakaja has reshuffled his administration, with Geoffrey Mosiria losing his role in charge of Public Participation, Citizen Engagement and Customer Service in the latest changes affecting senior county officials.
The changes were communicated through an official letter dated Wednesday, October 21, 2026, from the Office of the Governor.
Signed by County Secretary and Head of County Public Service Dr Machel Waikenda, the circular announced the reassignment and designation of three County Chief Officers, with the changes taking effect immediately.
The letter, referenced NCC/CS/003/2026, states that the changes were made pursuant to sections 44(3)(a), 45(5) and 64 of the County Governments Act, 2012, with the approval of the governor.
According to the document, Zipporah Njeri Mwangi will retain her responsibilities in City Culture, Arts and Tourism while taking up the additional acting role overseeing Public Participation, Citizen Engagement and Customer Service.
Eng. Samwel Njogu has been designated Acting Chief Officer for Mobility, while Godfrey Akumali will retain the Housing and Urban Renewal docket and take up the additional acting role of Chief Officer for Lands.
Although the letter does not explicitly name Mosiria among the officers being reassigned, Mwangi’s appointment to oversee citizen engagement and customer service indicates that the responsibilities previously associated with Mosiria’s office have changed hands.
The document does not, however, expressly state that Mosiria has been dismissed from county employment altogether.
His departure from the portfolio should therefore be distinguished from a formal termination of his employment.
The development comes amid growing public attention surrounding Mosiria’s relationship with Sakaja, particularly after he expressed interest in challenging the governor for the Nairobi gubernatorial seat in the 2027 General Election.
Mosiria’s Political Ambitions Complicate Relationship With Sakaja
Mosiria recently declared his interest in becoming Nairobi governor, setting the stage for a potential political contest with the county boss under whose administration he has served.
The chief officer argued that his experience working in various county departments had equipped him with the knowledge needed to lead Nairobi and address challenges affecting residents.
His announcement attracted attention because it placed him in the unusual position of preparing to challenge his own boss while still holding a senior position in the county administration.
According to reports published by Kenyan media, Mosiria had also indicated that former Nairobi governor Mike Sonko had tasked him with organising a meeting with Jubilee Party leader Fred Matiang’i to discuss his political direction and possible candidacy.
Mosiria maintained that his gubernatorial ambitions were influenced by calls from Nairobi residents who believed he could offer different leadership.
He also pointed to his experience in public service as part of his case for seeking the county’s top job.
The political development has raised questions about whether his ambitions contributed to the latest administrative changes.
However, the October 21 circular does not give a specific reason for the reassignment, and it would be premature to conclude that the decision was made solely because of his political plans.
From Environment Enforcement to Citizen Engagement
Mosiria rose to prominence through his work in Nairobi’s Environment department, where he frequently publicised enforcement operations targeting illegal dumping, noise pollution and businesses accused of violating county regulations.
His regular social media updates made him one of the more recognisable county officials among Nairobi residents, particularly those concerned about sanitation, environmental pollution and the enforcement of county laws.
His approach also attracted criticism, with some of his public engagements and enforcement activities generating debate over the conduct of county officers and how regulations should be implemented.

In November 2025, Sakaja reassigned Mosiria from the Environment docket to Citizen Engagement and Customer Service in a reshuffle that affected several county officials.
Hibrahim Otieno was appointed to replace him in the Environment department.
The transfer marked a significant change for Mosiria, whose public profile had largely been built around environmental enforcement and operations against businesses and individuals accused of breaking county regulations.
Despite moving to a different department, he remained active in public affairs and continued commenting on matters affecting Nairobi residents.
The latest changes now mark another turning point in his City Hall career, with his former responsibilities being assigned to Mwangi.
Mosiria Defends His Record Amid Medicine Diversion Allegations
The administrative shake-up comes as Mosiria faces scrutiny over allegations that medicines intended for public health facilities were diverted to pharmacies allegedly associated with him.
On October 21, Mosiria publicly responded to the accusations, insisting that he had served with diligence, integrity and commitment during his time in the Health Department.
He maintained that his work involved facilitating the purchase and delivery of medicines to Nairobi’s 124 county health facilities, arguing that his priority had been ensuring residents received the healthcare services they needed.
Mosiria also expressed concern about what he described as attempts to implicate him in criminal wrongdoing and raised questions about his personal safety.
The allegations have added another layer to the public attention surrounding the former chief officer.
However, the claims about the alleged diversion of medicines remain allegations and should not be treated as proven wrongdoing without independently verified evidence.
His response also comes at a time when Nairobi residents continue to raise concerns about the availability of medicines, the quality of healthcare services and the management of public resources.
What the Changes Mean for Nairobi County
The reassignment of senior county officers comes as Nairobi continues to grapple with persistent challenges involving sanitation, traffic congestion, housing, urban renewal and the delivery of essential services.
By assigning citizen engagement and customer service responsibilities to Mwangi alongside her existing cultural portfolio, the county administration has consolidated duties previously handled separately.
The circular also gives Akumali additional responsibility for Lands while retaining Housing and Urban Renewal, while Njogu takes up the acting Mobility position.
The changes could influence how the county coordinates its operations and responds to residents’ concerns, although the circular does not outline any new policy measures or explain the expected impact of the appointments on service delivery.
For Sakaja, the reshuffle comes as political competition ahead of the 2027 General Election begins to take shape.
His administration is likely to face renewed scrutiny over its record on service delivery, management of public resources and implementation of development projects.
For Mosiria, the immediate question is whether he will challenge the administrative decision, seek another role within county government or focus on his reported ambition to contest the gubernatorial seat.
His visibility during his time in the Environment department has given him a recognisable public profile, but the challenge will be translating that recognition into broader political support.
The latest development also places his relationship with Sakaja under renewed scrutiny, particularly given the prospect of the two men pursuing competing political interests.
While the official circular confirms immediate changes to the affected offices, it does not directly attribute the decision to Mosiria’s political ambitions or the allegations surrounding his previous work.
Nevertheless, the transfer of his former responsibilities marks a major development in Nairobi County’s administration and could have implications for the political landscape as the 2027 elections approach.
Whether Mosiria will continue pursuing his gubernatorial ambitions or take a different direction remains to be seen. For now, the October 21 circular confirms that Nairobi County has reassigned key responsibilities, with Mwangi taking over the citizen engagement and customer service portfolio.
