EACC secures Sh708,664 recovery from former Homa Bay county employee

The Ethics and Anti-Corruption Commission (EACC) has secured a High Court order requiring a former Homa Bay County Government employee to repay Sh708,664 received through double salary payments over a period of more than three years.

In a judgment delivered on September 18, 2026, the High Court ordered former medical social worker Evelyne Adhiambo Ogweno and former county payroll officer Maurice Ochieng Wambo to jointly and severally refund the money to the Government of Kenya.

EACC said investigations into Homa Bay County’s payroll system established that Ogweno, who worked in the Department of Health Services at Ndiru Hospital Centre in Rangwe Sub-County, received additional salary payments between February 2015 and May 2018.

During the period, she received Sh708,664 above her regular salary.

The Commission subsequently filed a recovery suit against Ogweno and three former county payroll officials, seeking to recover the additional public funds.

The case forms part of a wider EACC investigation into alleged irregular payments through the Homa Bay County Government payroll system, which the Commission said resulted in the loss of Sh42,249,988 in public funds.

Besides pursuing recovery of the lost money, EACC said it is also pursuing criminal prosecution against public officials found to bear the greatest responsibility for the alleged payroll fraud.
