The Institution of Engineers of Kenya (IEK) has raised concerns over the appointment of former Cabinet Secretary Aisha Jumwa Katana as the Chairperson of the Kenya Roads Board (KRB).
Jumwa was appointed as a non-executive chairperson by President William Ruto through a gazette notice dated January 17, 2025.
However, IEK argues that her appointment does not align with the Kenya Roads Board Act No. 7 of 1999 (Revised 2023), particularly regarding the membership and selection process for the Board.
IEK Chairperson Shammah Kitemes stated that the appointment overlooks the technical demands of the Board’s mandate, which revolves around road development, maintenance, and infrastructure management.
“The appointment of an engineering professional, preferably someone with a background in civil, structural, or transport engineering, would provide essential expertise to handle the technical aspects of the Board’s responsibilities,” Kitemes said.
KRB is tasked with overseeing the condition of roads, advising on construction standards, and ensuring the technical effectiveness of projects.
According to IEK, a chairperson with hands-on engineering experience is critical to achieving these objectives.
Kitemes also pointed out that IEK, listed in the First Schedule of the KRB Act, is among the organizations entitled to nominate members to the Board.
The Act specifies that the non-executive chairperson must be appointed from among the members nominated by such organizations.
“Hon. Jumwa does not represent any of the organizations listed in the First Schedule, raising questions about compliance with the statutory provisions of the appointment process,” Kitemes stated.
IEK has called for the immediate revocation of Jumwa’s appointment and the installation of a chairperson with the relevant professional qualifications.
“To ensure the leadership of KRB aligns with its legal framework and technical requirements, appointments should prioritize individuals with the necessary engineering background. This would enhance the Board’s capacity to address infrastructure challenges while strengthening its credibility in overseeing technically demanding projects,” Kitemes added.
