9 including ex-SHA acting CEO Ingasira arrested in multi-million shilling fraud probe


A former acting Chief Executive Officer at the Social Health Authority (SHA) was among nine people arrested in connection with a multimillion-shilling fraud scheme involving the authority.

The arrests follow the conclusion of investigations into four separate cases that have now been approved by the Office of the Director of Public Prosecutions (ODPP) for prosecution.

According to investigators, the suspects are accused of conspiring to defraud the government through fictitious claims and fraudulent documents submitted under the Social Health Insurance (SHI) program.

The suspects are being held in custody and are expected to appear before the Chief Magistrate’s Court at Milimani, Nairobi, on Thursday, police said.

According to police, Robert Ingasira, a former Acting CEO and Finance Manager at SHA, was arrested in Naivasha and is accused of authorizing payments to non-contracted health facilities.

Investigators revealed that the facility’s contract was signed in May 2025, months after the irregular payments were made.

Another former CEO at the authority Elijah Wachira was being sought over the saga.

Efforts are underway to apprehend Wachira, police said.

The arrests are part of an ongoing nationwide crackdown targeting fraudulent practices within the SHA and its partner facilities.

Officials at the Directorate of Criminal Investigations who have been investigating the saga say the operation aims to safeguard public funds and ensure integrity in the implementation of the new universal health coverage framework.

Other suspects were arrested at the Vebeneza Enterprise Medical Clinic – Nairobi County.

Two suspects, Justus Odhiambo Ouma and Vera Atieno Otieno, were arrested in connection with the Vebeneza Enterprise Medical Clinic.

They face charges of conspiracy to defraud, cheating, uttering false documents, and handling proceeds of crime under the Proceeds of Crime and Anti-Money Laundering Act (POCAMLA).

At Archprime Medical Clinic – Oyugis, Homa Bay County three individuals — Rosemary Daraja, Peter Abuna, and Robert Ingasira — were arrested in relation to fraudulent claims amounting to Sh17.6 million.

The offences include conspiracy to defraud, falsification of information, acquisition and use of proceeds of crime, misappropriation of funds, abuse of office, and uttering false documents.

In Rachuonyo East Sub-County Hospital, three suspects — Bill Clinton Ochieng, Cynthia Odhiambo, and Phelix Otieno — were apprehended for allegedly falsifying health records and cheating contrary to the Penal Code and SHI Act.

The police said at Nyatoto Health Centre – Homa Bay County, one suspect, Noah Odhiambo Were, was arrested and faces multiple charges, including conspiracy to defraud, falsification of documents, uttering false documents, and acquisition and use of proceeds of crime.

More than a dozen suspects have been arrested in the past in the probe as police rush to address alleged fraud at SHA.
