Nairobi County Issues Fresh Warning To Landlords And Tenants Over Illegal Dumping In Pipeline


Nairobi City County Chief Officer for Environment, Geoffrey Mosiria, has issued a stern warning to landlords and tenants in the Pipeline area over illegal waste disposal, vowing to enforce strict penalties for non-compliance with the city’s sanitation laws.

In a statement released on Sunday, August 3, Mosiria announced that the county government will resume its road-cleaning and restoration exercise in Pipeline this coming week.

The operation includes backfilling damaged road sections, which he said were degraded by wastewater discharge and indiscriminate dumping of garbage.

“This coming week, we shall resume the cleaning exercise along the roads in the Pipeline area, including backfilling sections of the road that were damaged due to wastewater discharge and illegal dumping of garbage by residents,” Mosiria said.

He criticized landlords for failing to take responsibility for their properties, saying many ignore waste disposal violations committed by their tenants, despite repeated warnings.

Mosiria stated that the county will no longer issue verbal notices and will instead begin arresting both tenants and landlords involved in illegal dumping.

“Despite previous warnings, some tenants continue to dispose of waste illegally, with landlords turning a blind eye,” he noted.

“Moving forward, we shall arrest both tenants and landlords found responsible for illegal dumping.

This is the only way to restore order, uphold the law, and ensure our city remains clean and livable for all.”

This is not the first time Pipeline has come under scrutiny for poor waste management.

On July 16, Mosiria personally oversaw a cleanup operation targeting heaps of garbage dumped along roads by residents.

He blamed the situation on landlords who fail to pay for proper waste collection services, leaving tenants with no alternative but to dump waste on the streets an action that presents serious public health and environmental risks.

“Many landlords in Pipeline do not pay for garbage collection services. This forces tenants to dispose of household waste directly onto roads, creating both health hazards and infrastructural damage,” Mosiria said.

He cited the Nairobi City County Solid Waste Management Act of 2015, which holds property owners accountable for the cleanliness of their premises and the surrounding 10-meter radius.

He pledged full enforcement of the law and warned of legal consequences for violators.

Moving forward, I will lead a strict enforcement exercise to ensure that all landlords, caretakers, and tenants involved in this illegal dumping are held accountable,” he added.

Mosiria also directed all landlords to ensure that their tenants are connected to proper waste collection services, either through registered Private Service Providers (PSPs) or local Community-Based Organizations (CBOs).

“All waste must be collected directly from households. Failure to comply with this directive will result in arrests and prosecution,” he warned.

The County Government says it remains committed to restoring order and improving living conditions in Pipeline and other affected neighborhoods.
