Kiharu Member of Parliament Ndindi Nyoro has called for the urgent recall of the National Assembly from recess to consider proposed legislative amendments aimed at reducing fuel prices amid growing public outcry over the rising cost of living.
The hike of fuel prices announced on Thursday, May 14th, 2026 by the Energy and Petroleum Regulatory Authority (EPRA) sparked protests across the country.
Speaking on Friday, Nyoro said the proposed changes seek to lower the cost of Super Petrol, Diesel and Kerosene by reducing taxes and other levies imposed on petroleum products.
“Following our proposal to amend various laws with the aim of reducing fuel prices, we have written to the Speaker of the National Assembly with a request to recall the house from recess at the earliest, preferably Monday, to process the various proposed amendments,” said Nyoro.
In a letter addressed to National Assembly Speaker Moses Wetang’ula dated May 15, 2026, Nyoro formally requested the recall of Parliament to deliberate on the amendments.
“I respectfully write to request your consideration for the recall of the National Assembly from recess, pursuant to its mandate under the Constitution and the Standing Orders, to deliberate on urgent proposed legislative amendments aimed at reducing the cost of fuel in the country,” the letter read.
Among the key proposals is an amendment to the Value Added Tax (VAT) Act to reduce VAT on fuel products from 8 per cent to zero, effectively making petroleum products VAT exempt.
“We must reduce our VAT further from the current 8 per cent to zero. In the short term, we must exempt fuel products from VAT,” he said.
According to the Nyoro, the proposal would lower the cost of Super Petrol and Diesel by Sh15.87 and Sh17.99, respectively.
“Amendment on the VAT Act to reduce VAT on fuel Products from 8% to zero, thereby making Petrol, Diesel and Kerosene VAT exempt. This will save Kenyans Sh15.87 and Sh17.99 on Super Petro and diesel, respectively,” he stated.
Ndindi Nyoro also proposed abolishing the Sh7 Road Maintenance Levy Fund (RMLF) that was added in 2024 by the government.
He further suggested allocating KSh 5 billion from the fuel stabilization fund. This would reduce diesel prices by about KSh 24 per litre.
“All these proposals can reduce the price by an acceptable margin and avert damaging inflationary effects to the economy,” he added.
Nyoro also claimed that fuel is being adulterated. He alleged that there is profit-driven misconduct in fuel importation and distribution.
“Somebody is making a kill out of adulterating fuel products.”
He also criticized the Government-to-Government (G-to-G) fuel arrangement, calling it exploitative and controlled by insiders.
“The G-to-G arrangement Kenyans can now clearly see that it is a scam at best,” Nyoro said.
“In fact 75 per cent of the import of fuel benefits our leaders directly,” he added.
Nyoro’s proposal comes on the backdrop of mounting pressure on the government following the latest fuel price increase announced by EPRA.
In the latest monthly review, EPRA increased the prices of Super Petrol and Diesel by Sh16.65 and Sh46.29 per litre, respectively, pushing fuel prices to record highs.
There are plans for protests on Monday over the new prices.
